Abstract: The fault of charging facilities and vehicle charging unit led to the paralysis of electric vehicles, which could causes traffic congestion and threatens highway safety. In view of these problems, the strategy of setting up emergency charging rescue stations on the highway was put forward, which used mobile charging for the rescue of malfunctioned charging station or vehicles. The reliability, economical efficiency and the minimum time principle of rescue station site selection were determined, and the basic functions of emergency charging rescue station were investigated. The site selection scheme was sought to minimize the sum of construction and operating costs under the premise of guaranteeing the maximum allowable rescue time. The number of charging cars was determined according to the fault probability of charging stations. The feasibility of the model for site selection and size was proved by a road network containing eight charging stations and twelve selectable sites for rescue stations. The model met the economic principle by saving costs under the premise of guaranteeing rescue time.
