The structural characteristics, simulation requirements, and associated tools were compared for multiple levels of energy networks. A synergetic physical-cyber simulation platform was constructed for the decentralized load control scenarios. The simulation results reflected the great impact of communication environment on the load control effects, which could be correctly modelled by the synergetic simulation platform.
